  1. Sustained Support for Ukraine: Commitment to continuous military aid and heightened economic pressure on Russia to bolster Ukraine’s defense capabilities.

  2. Respect for Ukrainian Sovereignty: Ensuring any peace agreement fully acknowledges Ukraine’s sovereignty and security, with active participation from Kyiv in all negotiations.

  3. Enhanced Defensive Measures: Strengthening Ukraine’s defensive infrastructure to deter potential future aggressions.

  4. Formation of a Supportive Coalition: Establishing a “coalition of the willing” comprising nations prepared to support and guarantee the terms of any peace agreement, with the UK playing a leading role.

Proposed Truce and Defense Spending

French President Emmanuel Macron, alongside Keir Starmer, proposed a one-month truce between Ukraine and Russia. The truce would cover air, sea, and infrastructure. It aims to test Russia’s commitment to de-escalation. However, leaders acknowledged difficulties in monitoring long front lines. Ground fighting may not be included immediately.

Macron also called for higher defense spending among European nations. He suggested increasing it to 3-3.5% of GDP to counter Russia’s militarization. Starmer agreed, stressing the need for Europe to rearm. He also highlighted the importance of sustained economic pressure on Russia.

International Collaboration and Future Steps

The summit emphasized the need for a unified European response. This is especially crucial given recent tensions between Ukrainian President Volodymyr Zelensky and U.S. President Donald Trump. Starmer remained hopeful about securing U.S. support. He stressed that American backing is essential for a lasting peace agreement.

European leaders committed to raising defense budgets and continuing military aid to Ukraine. Ursula von der Leyen and other officials reinforced the need to rearm Europe. They also reaffirmed economic pressure on Russia as a strategic priority.

Discussions included a proposed one-month ceasefire to curb Russian aggression. Leaders stressed collective responsibility and the importance of U.S. collaboration. Their goal is to create a secure and lasting resolution.

The summit ended with plans for further meetings to finalize coalition strategies. NATO Secretary General Mark Rutte praised Europe’s increased defense spending.
